Kaichi "Susukichi" Susuki

So in the World ends with You (and NEO as well) the 'magic' system is pretty much psychic powers. And two of those powers are Scanning and Imprinting, something both Players and Reapers can do.

Scanning is reading the surface thoughts of those around you. It's not possible for deeper diving without a more specific power like Dive or Remind, which Susukichi doesn't have thankfully. But he CAN read the most obvious top to the pile thought others have around him. Note this ability takes focus, so it's not something he can just casually be doing without being noticed (though noticing he's doing SOMETHING and knowing WHAT that something is are two different things) so he'll only be using it when he's looking for information.

Imprinting on the other hand is, well, imprinting ideas onto other people. While scanning he can implant a single word or vague idea into someone's mind. It's not mind-control or an invading voice- more like inspiration. So while he could definitely put the IDEA of "murder" in someone's head, it can't MAKE them do anything. Just give them the idea.
